Fax is still ok, although I would love an explanation how the electrons of a fax signature are different from an emailed form. Maybe the VA has a special fax machine that get wet when received by the VA?
Because of the delay, request your C-File to hopefully get the damn thing with everything in the file soon after you receive your Rating Decision.
If you wait for your Rating Decision, four months starts from your request date.
If you get everything you deserve by some miracle, your file will be complete when you need to apply for an increase.
If you did not get everything because things "crossed in the mail" just do another request after your Decision Letter. It is FREE!

Just ignore the out of date VA information, they are far too busy to be bothered with making corrections that would be helpful.
